Much of the Suburban Area comprises established neighborhood and commercial areas that define the land use character in the northern portion of the City and should remain that way into the foreseeable future. However, there are opportunities to reinforce or revitalize certain areas by providing compatible land use guidance or recommendations to improve the quality of land use on certain suburban tracts.

• Create and maintain neighborhood stability and sustainability.
• Protect and enhance natural open spaces as well as places of cultural and historic significance and integrate them into development as appropriate.
• Create and maintain a transportation system that provides connectivity and enhances mobility regardless of transportation mode.
