The 2016 Comprehensive Plan (archived) is the City’s current guide to decisions related to development and investment in Virginia Beach. The City Council adopted this plan on May 17, 2016, and the document has been amended periodically as policies and plans are updated. 

The plan is composed of a policy document, reference handbook and technical report, as well as a list of additional documents considered “adopted by reference,” which are policies that focus on specific topics or areas of the City and carry the same level of authority as the general Comprehensive Plan.
