Planning & Community Development
Director’s Office
The Director’s Office includes the department’s executive leadership and coordinates various Planning & Community Development financial, human resources, and technical support services.
Comprehensive Planning Division
The Comprehensive Planning Division prepares, maintains, coordinates and administers the Comprehensive Plan, a series of planning policies designed to guide and manage Virginia Beach's future physical growth.
Development Services Center
The Development Services Center (DSC) coordinates, reviews and approves all land development site plans; issues permits for work within the public rights-of-way and easements, as well as for land disturbing activity/stormwater management and hauling excavated material, including dredging; and manages the sureties (bonds, letters of credit and cash) for all private development activity.
Permits & Inspections
The Permits & Inspections Division administers the Uniform Statewide Building Code and the associated laws and ordinances of the Commonwealth of Virginia and the City of Virginia Beach that contribute to the health, safety and welfare of the community.
Planning Administration
The Planning Administration Division supports various boards and commissions, including the Planning Commission, Chesapeake Bay Board, Wetlands Board, Historic Preservation Commission and Historical Review Board.
Zoning Administration
The Zoning Administration Division oversees land-use regulations as defined by the City of Virginia Beach's Zoning Ordinance.
