We are moving! The Virginia Beach Planning Department is relocating to the Municipal Center into newly renovated spaces in Building 3 located at 2403 Courthouse Drive (the former City Hall building). The Planning Department’s offices at Sabre Street will close for the move at 5 p.m., Thursday, May 1 and will reopen at Building 3 at 8 a.m. on Wednesday, May 7.

The Comprehensive Planning Division prepares, maintains, coordinates and administers the Comprehensive Plan, a series of planning policies designed to guide and manage Virginia Beach's future physical growth.
The division conducts special planning studies, such as those identified by the City Council and other planning-related administrative work programs. It also provides land use and transportation planning support to other Planning Department divisions pertaining to rezoning, conditional use permits, and other development-related actions.

The Comprehensive Planning Division works closely with the Hampton Roads Planning District Commission, Hampton Roads Transit, and other regional, state and federal agencies regarding planning matters affecting the city.
