Residential Building Permits 

• Two copies of the Zoning Office and the Development Services Center approved site plan that includes a location address assigned by the Planning Department.
• Two sets of building construction plans. The plans must be built in accordance with the City of Virginia Beach's climate and geographic design criteria. 
• Public Utilities receipt showing that all water and sewer tap fees and drain fixture unit (DFU) fees have been paid. If the building is being constructed in an area where City water and sewer are not available, an exemption letter from Public Utilities should be obtained.
• If the building is to be serviced by a well and/or septic system, preliminary approval from the Health Department showing the locations of the well and septic fields.
• Sound attenuation measures
• Exterior insulation finishing system (EIFS)
• Completed building permit application with the general contractor's state registration number, company name, address and phone number; the name of the customer/customer's business; and signature of a designated employee (if general contractor is obtaining the permit).
• Property owner's name, current address, phone number and signature (if owner is obtaining the permit).
• Physical address of the new house.
• Cost of construction minus the electrical, gas, mechanical, plumbing and land costs.
• Size of the house in square feet with the living area listed separately from the nonliving area (porches, decks, garages, etc.).
• Mechanic's lien agent's (MLA) full name, address and phone number (if applicable). 

Includes room additions, decks, gazebos, screened-in porches, garages, carports, sheds and storage buildings. 

• One copy of the Zoning Office approved site plan for the location where the work is to be done. In some cases, the plan also requires Development Services Center approval. 
• Through-wall section drawing including: floor, foundation and elevation plans.
• Description of the materials being used (2-by-6s, 2-by-8s, etc.).
• If any new plumbing fixtures are being installed, a Public Utilities receipt showing that all drain fixture unit (DFU) fees have been paid. If the house is being constructed in an area where City water and sewer are not available, an exemption letter from Public Utilities should be obtained.
• If the house is served by well water and/or septic system, Health Department approval.
• Sound attenuation measures.
• If the building contractor is obtaining the permit: completed building permit application with the building contractor's Class A, B or C state contractor's registration number; contract value for the building portion of the work; name of company; signature of a designated employee; name and phone number of customer; physical address of the house; and if applicable, any permit number associated with the same address. 
• If the homeowner is obtaining permit: name, address, approximate cost of materials, signature, and if applicable, any permit number associated with the same address.
• Size of the addition or new structure in square feet with living area listed separately from nonliving area (porches, decks, garages, etc.). 
• Mechanic's lien agent's (MLA) full name, address and phone number (if applicable). 

• Description of materials being used (2-by-6s, 2-by-8s, etc.).
• If the building contractor is obtaining the permit: completed building permit application with the building contractor's Class A, B or C state contractor's registration number; contract value for the building portion of the work; name of company; signature of a designated employee; name and phone number of customer; physical address of the house; and if applicable, any permit number associated with the same address.
• If the homeowner is obtaining permit: name, address, approximate cost of materials, signature, and if applicable, any permit number associated with the same address.
• Mechanic's lien agent's (MLA) full name, address and phone number (if applicable).

The following requires additional information:

For constructing, relocating, removing or altering a wall or other structural member, provide the through-wall section drawing including: floor, foundation and elevation plans; floor plan; and description of materials being used (2-by-6s, 2-by-8s, etc.). 

For other alterations such as siding, roofing, etc., the total contract value (if a building contractor is obtaining the permit(; or the approximate cost of materials (if the homeowner is obtaining the permit). 

Additionally, an asbestos exemption form filled out completely with property owner's name and address, and signature of contractor's representative (if contractor doing work) or property owner's signature (if owner doing work).

• If the building contractor is obtaining the permit: completed building permit application with the building contractor's Class A, B or C state contractor's registration number; total contract value for the pool or hot tub and installation; name of company; signature of a designated employee; name and phone number of customer; physical address of the house; and if applicable, any permit number associated with the same address.
• If the homeowner is obtaining the permit: name, address, approximate cost of pool or hot tub, signature, and if applicable, any permit number associated with the same address.

Fees

In-ground and above ground pool permit fees are assessed based on construction value at a rate of $50 plus $5 per $1,000 of construction value. 

• Up to $1,000 = $55

• Up to $3,000 = $65
• Up to $4,000 = $70
• Up to $5,000 = $75
• Up to $6,000 = $80
• Up to $7,000 = $85
• Up to $8,000 = $90
• Up to $9,000 = $95
• Up to $10,000 = $100
• Up to $11,000 = $105
• Up to $12,000 = $110

A 2% state levy is also assessed on the permit fees.
