The transition context area lies between the Green Line and the Blue Line and is marked by low-density development that gradually transitions from the high-density inland context area to the sparsely populated rural context area.

  • The Green Line (runs largely along Princess Anne Road) and the Blue Line (runs largely along Indian River Road) designated in the current comprehensive plan would remain unchanged and continue to delineate the transition context area.
  • New policies supporting the protection of and connection among natural lands would be added or continued:
    • The City’s environmental and stormwater strategies and regulations would remain.
    • Transition area design guidelines would remain.
    • Existing maximum development intensities allowed by the comprehensive plan would remain, and,
    • Policy forbidding density bonuses in the area would be added.
  • The Interfacility Traffic Area and Vicinity master plan would continue guiding the growth within the Air Installations Compatible Use Zones (AICUZ).
  • The innovation park design guidelines would remain in place.
  • Recommendations for the Historic and Cultural Overlay District and the North Courthouse/South Holland Road Special Use Area (suburban focus area) would continue to guide the growth in those areas.
