Whether new or existing, most fences and walls require a zoning permit.
All Virginia Beach administrative offices will be closed on Friday, July 4, in observance of the Fourth of July holiday. Fireworks displays are scheduled to take place at Mount Trashmore Park and the Oceanfront at 9:30 p.m. on July 4. Waste and recycling services scheduled for July 4 will take place on Saturday, July 5. A complete list of impacted services and open facilities is available.

The City's Zoning Ordinance regulates the location, height, planting requirements, and other fencing provisions in Virginia Beach.
Effective July 5, 2023, fences meeting all of the following criteria will no longer require a permit:
All property owners must obtain a building permit to install swimming pools and barriers.
The City allows installation of sand fencing in areas where dune formation is feasible and in areas where existing dunes have been damaged. They can be installed without a separate permit, but the City reserves the right to remove any sand fencing that is hazardous or deemed to be contrary to the public interest.
